Andrew JAMES is a Senior Lecturer at Manchester Business School and a Senior Research Fellow at MIoIR. His research focuses on innovation dynamics and policy in the security and defence sectors. He is Co-ordinator of the PRIME funded InnoMil project on the Role of Defence R&D in the Innovation System. He was Rapporteur to a EURAB study on US defence R&D and the editor of Science and Technology Policies in the Anti-Terrorism Era (Amsterdam: IOS Press, 2006).

Professor Jakob EDLER is is Professor of Innovation Policy and Strategy. He has a particular interest in the evaluation and monitoring of public policy, the analysis and development of new policy concepts and modes of governance. He is the editor (with Stefan Kuhlman and Maria Behrens) of The Changing Governance of Research and Technology Policy: The European Research Area (Cheltenhan: Edward Elgar). Jakob has been a member of a number of high-level policy advisory groups on science and technology policy issues for the European Commission and other international bodies.

Dr Kieron FLANAGAN is a Lecturer in Science and Technology Policy and Management. His research has focused on public policy for science, technology and innovation. Here work has concentrated not only on policy for the production of knowledge but more broadly on exploring policy for and regulation of the various elements of the ‘research capacity’ of a research or innovation system. Work in this theme has focused on research infrastructure policy and on research performing institutions such as universities and government (or formerly government) laboratories.

Professor Ian MILES is recognised as one of Europe’s leading experts on scenario development and other foresight techniques. His work has been carried out for many sponsors, including the Economic and Social Research Council, UK government departments (DTI, DEFRA), foreign government departments (in, for example, Brazil, Finland, and Switzerland), international organisations (e.g. the EC's DG Research and DG Enterprise, World Bank, UNCTAD) and private companies (e.g. BT, BNFL). As well as producing numerous reports, he has written around one hundred book chapters, over 70 journal articles, and authored and co-authored twelve books, and co-edited seven.

Rafael POPPER is a Research Associate on Technological and Social Foresight at the MIoIR. His main areas of work focus on Foresight and Prospective studies (especially for the public sector and the scientific community), and Regional Development and Integration (with a focus on Latin American S&T and industrial policies). From 2000-2002 he worked for the United Nations at the International Centre for Science and High Technology (ICS) in Italy as UNIDO's Technology Foresight Delphi System Manager. His research contributed to the development of online foresight tools (1999) and he has since been advising foresight initiatives in Europe and Latin America.

Dr Ozcan SARITAS is a Research Associate at the MIoIR whose activity has been focused upon long-term policy and strategy making with particular emphasis upon Foresight methodologies and their implementation in S&T and social fields in national, regional and organisational levels and he has participated in several European Commission projects.

Dr Thomas TEICHLER is a Research Associate at the MIoIR. He has a PhD from the European University Institute in Florence on the EU’s foreign and security policy with a focus on innovation and industrial policy in the defence sector. For this purpose he also spent five months at the European Commission, DG Enterprise and Industry, where he worked with the desk officer “Defence” in 2005/6. For three years he has extensively worked on matters of European, transatlantic and Mediterranean security and development policy in an academic and policy environment at the Robert Schuman Centre in Florence and the University of Bielefeld. He has presented his research results at numerous international conferences in Europe and the US. Prior to his career as an academic Thomas worked for Roland Berger Strategy Consultants and run his own business in Germany.
